Livestock Smuggling Runs Rampant, Local Authorities Turn a Blind Eye

Frustrated by the ongoing animal smuggling, both the Deputy Minister of Agriculture and Rural Development and the Deputy Director of the C05 Department (Ministry of Public Security) criticized local authorities for their inaction. Trucks openly transport smuggled livestock, yet officials deny any smuggling activity. In a May 2025 conference, Deputy Minister Phung Duc Tien addressed the ongoing issue of illegal animal and animal product transportation. The Department of Livestock Production reported a significant increase in livestock imports in 2024, including a 45% rise in buffalo and cow imports. This surge raises concerns about the potential for disease outbreaks, prompting increased border inspections and stricter enforcement of veterinary regulations. Despite government efforts, smuggling remains rampant, with officials observing blatant cross-border herding and transport of livestock, often with the complicity of local authorities.
